Right. Since I am an (aspiring stat minor [who always skips classes...]), I should put some efforts in the potential vote sorting works.
ISML points are calculated in the following manner.
1. A win equals 3 points.
2. A tie equals 1 point.
3. A lost still gains point by the amount equal to (Vote For / Vote Against), which is a number greater than 0 and less than 1.
ISML breaks ties in the following fashion, with descending order of priority.
1. Greater number of wins
2. Winner of the tied Contestants’ head-to-head match, if applicable
3. Greater Strength of Schedule of Defeated Opponents (SDO)
4. Greater Strength of Schedule of All Opponents (SAO)
5. Greater Vote Differential (VD) [total votes for minus total votes against]
6. Greater number of Votes For (VF)
3 and 4 are somewhat difficult to employ. I think 1 and 5 are more easily doable. Besides, I doubt we have many occasions to use tie-breaker anyways.

Pre-season ideas:
As I said before, 16 regular season contestants might be a good idea, since playing against all other contestants exactly once requires 15 rounds, which doesn't sound too much, nor too little. However, it is still of course subject to discussion.
Honestly the best idea I can come up with for drafting is for each of us to nominate a few (3 or 5?) characters, which are subject to constraints such as time of appearance (should be recent* characters, or at least appearing in recent seasons), and maximum characters per series (1 or 2). Then, we could have a preliminary round in which each of us vote on a few characters whom we would like to see in the regular season. I am not sure how we would maintain balance in contestants so that a variety of characters who best represent voters' interests can go through though. Maybe this calls for selection by staff at some point.

Another important point is that we need all voters to vote on all match-ups, so that we can gather enough votes for all of them. I think if we open each round for at least a day, we could gather maybe 20 votes (if we are lucky) on average. Then we could have enough votes to make this tournament work.
For reference of how to do a poll for this kind of contest, I think this is a good example (From Ecchi-harem club).
