Who can Judge, who has the power to judge another, who has the right to judge another, who has the will to judge another.
who... what... when... where... why... how.. it means to pass judgement

"No. 1 Arbiters cannot quit making judgement No. 2 Arbiters cannot experience death No. 3 Arbiters cannot feel emotions... for they are dummies"

To judge someone purely through logic and reason.
Someone or some-what that has no emotion or even an understanding of what it means to human, a puppet that looks like a human but can never be a human acting every pull of the string, the strings of judgement. To see is to judge, how long do you have to look at a person before passing judgement memories and a game, minutes, hours or days... even eternity is not enough to pass judgement. To rely solely on knowledge, what knowledge can be used to know another... what knowledge can be used to understand another... what knowledge can be used to judge another... can knowledge without wisdom even can stand on life and death.

Sympathy and Empathy
To judge or not to judge, given a choice of whether to pass judgement or not... not being able to know, not being able to understand, not being able to bare the burden of passing judgement. To know what it means to die... to know, understand and feel fear, fear of death to know that someday we are going to die to be able to stand death one must live. Judgement not from above but from beside, someone who can feel the pain of making a mistake, grief of losing someone, to be angry at someone, someone who can feel joy of life, bonding with others, having dreams someone who can feel what it mean to be alive.
