Both shows are comedies involving superheroes and an evil organization where the focus is on something other than good vs. evil as a typical mainstream tokusatsu show is generally about. Both shows take a silly approach to drive up the humor and are creative in the way it's presented.

They both have worlds where heroes fight monsters and they both have somewhat of a kind of organizations that employ them in a way miss Kurotisu is just from the monsters prospective.

I watched both these anime without looking anything up about them beforehand, and the great thing is...both anime turned out to be hilarious. Besides the fact that they are great comedy, they are both working-life anime where the characters design creatures, in Kaijin Kaihatsu they design monsters while in Tenchi Souzou they design animals (and some monsters as well). The anime show the hardships of having a job very well, and the characters often experience failure while doing their job. Tenchi Souzou is more educational and has a small cast without cute girls, Kaijin Kaihatsu has plenty. Both have woke themes (character in wrong gendered body)

Anime parodies of Tokusatsu mixed with office comedy with some corporate politics. Shinesman is about a Sentai team who work as salarymen as a cover. All their weapons and attacks follow the motif of the mundane everyday office worker. The villains similarly use a corporation as a cover. Conversely, Miss Kuroitsu is about a woman that develops monsters that fights heroes, a nuanced perspective flip. How it portrays the development of monsters is very similar to doing software/product development in real life, so it's very relatable to audience members who are in those businesses. Both comedies about secret evil organizations trying to conquer the world. Though Excel Saga is much heavier on the comedy and well flat out surreal at times.... most times. Still one of my all time favorites. Fun fact the english voice actress lost her voice form shouting so much.

Similar premise involving a (not-so) secret society intent on world conquest, led by an OP loli that treats her minions more like family than underlings, leading to non-stop adventures filled with conflict, action, comedy, drama, and heart.
