Some of concepts that went into the Individual Eleven plot arc as well as the refugee plot arc are somewhat similar to the later part of the movie

The Reopening is a sort of pilot for Re:Cyborg, many parts from Oshii's short made it into Kamiyama's movie

Some of the ideas from Re:Cyborg regarding war industry and consciousness were also present in SAC2045. A certain character was also inspired by Joe Shimamura.

The events of both anime happen in futuristic worlds, which are threatened by unknown terrorists / hackers. In both anime, the main characters are sent to stop these attacks from happening. Both movies have religious undertones, and deal with the differences between humans and robots. They have similar animation styles and create a similar mood.

Both are sci-fi anime, where the events happen in a futuristic world with advanced technology. Both feature a cyborg as a main character, who, along with his teammates, must stop some terrorist acts from happening. Both contain a lot of cool action scenes, but also have philosophical themes. Kenji Kamiyama, who wrote and directed 009 Re:Cyborg, has also directed Ghost in the Shell: Stand Alone Complex.

Both movies take place in futuristic settings, each diving into loss of some kind. Another feature – both are adapted from older series. The plots are also dark, but that’s as far as I can go without going into spoilers for this particular series.

-Both have something from the bible -In both of them the main characters are less 'human' and more machine or a cyborg -Both of them have the 'bad' people who want to start over the humanity -Both of them are movies -Both of them have the kid who is in a high rank (commander, colonel) -In both of them, characters use either guns and unnormal weapons and equipment -Both of them have an orgizination which have 'agents' who are sorted by numbers

Both of these movies are “older series” in that they’re adapted from series which have been around for a long time. Both take a darker look at the world, diving into human depravity and both involve cyborgs with different takes on the subject. Both are enjoyable to watch and the length of a movie.
