Anime absolutely destroys itself the longer it goes on with large amounts of nonsensical and pitiful war machinations.

Cobra the animation was a fun series with a few random incidents. If you manage to survive the first few episodes with the weird naked woman somehow stopping the end of a planet or two just by having the "perfect measurements" and standing next to something while Cobra somehow has to fend of many extremely useless goons and henchmen, then this series is for you. If you want good action, then skip to every scene where Cobra fights. Cobra the animation goes through several interesting turns and twists and is pretty much about him dealing with his world and situations. No worries though, Cobra will live. The only question is if the people around him will (it's 50-50). A good series for relaxing action and you only have to skip around part of the time.
