Initially under the direction of Masaaki Ōsumi, the series remained faithful to dark tone of the manga. Ōsumi was replaced by directors Hayao Miyazaki and Isao Takahata, who took the show in a markedly more light-hearted and family-friendly direction that would become the blueprint for later Lupin III series.

After Lupin the Third Part I became popular during reruns, a new series was created. In contrast to the dark tone and violence of the more serious first series, this series made use of a lighter tone and more exaggerated animation to create a crime caper. Pop culture references appear frequently. Two movies were released during the original broadcast: The Mystery of Mamo and The Castle of Cagliostro.

The film was Miyazaki's feature directorial debut after having previously worked as an animator for Toei Animation and Telecom Animation Film, and directing several animated television series, including Lupin III Part I. It become the most popular and well-regarded entry in the entire Lupin III franchise mostly because of its ties with Hayao Miyazaki as Cagliostro in his directorial debut.

The initial character designs of the Pink Jacket Series were much more grounded and gritty. Towards the later half of the series, the production team decided to headed towards a more cartoonish nature more closer to Western animation. During the series run, The Legend of the Gold of Babylon was produced at the same time with the same staff.

This series acts as a soft reboot of the franchise. The previous parts 1-3 were in an episodic format, but in this series, each episode of this story foreshadows the connection to the next story, and a narrative structure is built throughout the series. While still having stand-alone episodes here and there, it generally follows an overarching story.
