Maybe a better comparison would be to compare Demon City Shinjuku to an old-style person-to-person fighter game. Where you have special powers and moves, and you face off against mid-level bossman #1, then mis-level-bossman #2, then mid-level bossman #3, then Big Bad Guy at the end.
Overall the artwork and the animation are not bad at all, you can tell where they really blew their wad on a particular scene. Some of the characters can be annoying, like the forever-naive ingenue-in-danger character, or Snarky Mr. Hot Wheels. Or some characters are just plain why-the-hell-are-they-there, like Mephisto.
Do not expect much out of the plot or the story, because it's not going to deliver. This is purely a B-grade popcorn flick, and as long as you set your expectations as such, you'll do fine.
