Actually much better than I was expecting.

Going in I was worried, because if all the OVAs and movies from the 1980's are to be believed, everyone in the future supposedly has ESP. Practically every other anime during that decade featured characters that had some sort of special power.

I am always wary of stories that feature overly super-powered main characters. In this case, Locke is a literal 'superman', with telekinetic abilities that would put Clark Kent to shame. He can do just about anything and everything.

There's usually not much you can do with a 'perfect' character like that. How can someone who can do anything be opposed? Well, you can find the one person whose only ability is to nullify those powers. And then carefully, over many years, groom that person to WANT to kill Locke.

Not giving away too much of a spoiler, because that's just to get the story moving. There's still a few interesting twists after that.

Pretty high-quality artwork and decent animation as well, which reminded me a lot of They Were Eleven.
