Both shows are highly symbolic, and show how the characters "see" the world around them in a very specific way. Both deal with trauma, family problems and same sex attraction and love.
Flip Flappers are more light hearted and focus more on adolescence of the main character, while Yuri Kuma Arashi is more dark and focuses more about how society sees and deals with gay people.
Both shows are artsy CGDCT with lots and lots of yuri, on which both have something to say.
Flip Flappers is more story driven, action-based, while depicting MC's character development, while Yuri Kuma Arashi is packed with symbolism and its story is basically one massive metaphor.
Both are surreal and abstract semi-magical girl series with three main female characters, two girls who absolutely are lesbians and struggle to reach and understand each other (Kureha and Ginko, Cocona and Papika) and another major character who probably likes one of them romantically too but is also just a good friend (Lulu and Yayaka). If you like weird magical adventures with cute lesbians than you'll like both.
