Pumpkin Scissors is set after WW1. It follows a noble, idealistic girl Alice and her small troop set on correcting the world's injustice, to varying effects. The corruption in this series generally runs so deep it's hard to make real progress, tho it is made.
The show is only somewhat negative toward the nobility.
Moriarty is set in late victorian Britain, and follows an anti-protagonist set on correcting his country's intermal discrimination enabled by class and feudal relations. He's much more effective and morally grey than Alice, helping people commit crimes of vengeance to get rid of privileged scum.
