 Ratings are based on enjoyment, personal feelings, "that little something", and watching the right show at the right time. Of course, the quality of the art, music, story, characters, char. development, pacing etc. all affect the rating as well. That being said; 5 is neutral, which is why you'll rarely see lower than 6 - if I don't enjoy it at least a bit, I won't watch it. Last remark, I really wish they had .5 increments.
