These two have very similar atmosphere and feeling which makes them perfect match to each other. And the story, conceptually, is almost the same.
This recommendation is probably a cliche. Smart protagonists possessing special powers make their attempts to change the world with good intentions while not being afraid of getting their hand dirty. A little similar atmosphere and these are the most popular anime. Both give an awesome and incredible impression.

Kuroshitsuji: Book of Circus involves a lot weirdness and riddles as well as Pandora Hearts. There are a lot scenes that are looking similar: circus decorations and Abyss's. Tricks they do in circus are making you feel that it is unreal and so the Pandora Hearts supernatural stuff.

Both involve a lot of epic fights lasting many episodes, while Naruto is more about super power, but Kingdom is also looking mysteriuos at time, though it tends to be realistic. So these start a very long journey towards the glory, and who knows where it is gonna lead them...
Both anime events take place at the future, while in Shinsekai Yori it is more distant future and it has more mystery, but in Psycho-Pass it is a lot more of semi-perfect technology. Akane and Saki discover some not nice secrets about the system and learning the flaws they are making a choice if they should support the system or not. These two have very common feeling and the atmosphere.
Both of main female characters like books a lot (library is really the place they like), they don't act shy and deal with the mystery, but Dantalian no Shoka is more about supernatural stuff unlike Gosick while last has more detective stuff. You will enjoy to see Europe of the past century with amazing buildings, castles, clothes and overall atmosphere.
In both series you can see a lot of European landscapes and architecture of the past centuries. Quite similar concept for a contract with a demon or a "chain". In Kuroshitsuji you will see a lot of awesome Sebastian and in Pandora Hearts you will see a lot of relations to Alice in Wonderland.
Characters in both series have a lot in common. Tohno Shiki all the time reminded me of Kokutou Mikiya, these charcters have a lot of in common (even the voice actor!). So Brunestud Arcueid assocites with Ryougi Shiki having shy appearance and looking alike. In both of these anime you will see nice fights, mystery, supernatural stuff and searching the truth about some events.
