Nope. Many people even among the Fanbase do say that the first 20 Episodes are pretty weak compared to the later ones.

Well I was in Gintama from the Start and endlessly love everything about it.

So yeah it is rare, but it makes me happy to find people who already enjoy the first Episodes.
