Alright, it's good to know that you now clarified that you meant "not making sense" means how the experiment is conducted, not the overall story. Well, it's not meant to be science fiction, that's for sure. It's just fiction. But i dare to say many anime and manga are fiction. Just because the characters and overall world seems to be realistic, i guess it kind of wants to make the reader want everything to be logical. I agree with you that that part doesn't make sense. I also believe that it's practically impossible to go through every character's belongings and to remove everything related to Arata and Chizuru.
But maybe it was never meant to make sense? It's more about "what if it would be really possible to do so" rather than "how realistic it really is". Since the story has not yet reached that point for us to see what will happen after memories are wiped, i can't say no more either. Maybe the author executes it really badly and then i have to wholeheartedly agree with you. But it is just fiction, as i mentioned earlier and probably the story just wants to jump straight into "it is just possible, deal with it" kind of scenario.
Why is this experiment even helpful for society? I guess it is trying to reach out to people who live a boring life. I mean both readers of story and characters in that world. However, realistically speaking, it indeed would be too high-costly to fix every NEET that way, lol. But maybe it's just the "beginning stage" that gets such good treatment. Who knows. Maybe the whole experiment is just a disaster and they would not take many people anyway or find a better way to fix NEETs. Although I believe the story would never explain that part, i guess.
Basically now i understand the flaws you see, i have also thought about those before. But i have clarified the whole story as fiction, so i am kind of overlooking those aspects. Overall the author just seems to want to convey the story of two people looking back at their lives and trying to make a better life out of the opportunity they are given. I believe that part is written really well.
I know how different story can be for people who wait every chapter every week, but if you consider the total story as a whole, the story is actually quite solid, pacing is good and story makes total sense. The reason why it takes you ", but it just takes way too long for the development to actually occur" is because i bet for Onanie you didn't have to wait for incomplete story (I take my words back if you actually read it in year 2007-2008) as for ReLIFE it is still not complete.
It just makes me sad you suggest people not to even give it a try, rating it so low, before the story has even finished and before you actually make sense of the story :D
But that's a great call out though, a lot of critics still use it to describe that idea.
Props if you're actually 14, though I have my doubts ;)
Nice list all around too.
Take care.
