Congratulations on making the smart decision with Shin Sekai Yori. It manages to devolve into one of the worst anime in recent memory as it goes on, paceless and confused direction with some terrible, terrible, terrible animation.
And this is coming from someone who read the novel it was based on and kind of liked it. Based on the anime, I can't even tell what is supposed to be happening. Don't listen to the others who say it's good because it is a mess.
If you've dropped Shinsekai Yori at the 3rd episode then you're missing out. It may seem slow and boring at first, but remember that this is an adaption of an award-winning novel so it is not like your typical Japanese entertainment.

What you write in your review is something you cannot determine after watching only 3/25 episodes of the anime. You say it is difficult to judge what it was intended to be etc, of course it will be when you only watch 3 episodes, it'd be boring if you knew everything that was gonna happen and stuff after just watching 3 episodes, wouldn't it?
I will say, though, that I agree with you regarding the first few episodes, when I first started watching it I got the "WTF is happening here?" feeling very fast and quickly put it on hold, and just recently picked it up again to find out that I actually really like it :). The beginning was kind of bad at first, but when you get a few episodes in it starts to make sense and they build the story a lot on the stuff happening in the first episodes so it will make sense later.
So I would suggest/recommend that you watch the episodes they've released on it and see what you think. Also try not to write reviews of anime you really haven't watched more than a very few episodes of as it is very hard to judge.
