Not really, on a good week with major artists releasing, you can still get QUITE a lot of sales. It was just a quiet week (like how Phantom Minds, or was it Silent bible topped weekly singles? As there wasnt johnnies like Arashi or whatever).

Anime, not actually popular in Japan. Everyone in Japan except like %1 of the population hate anime, it's only foreigners who think otherwise.
I don't think it's obvious enough yet.

They are mostly Pop/Techno, very upbeat in my opinion.
But I like it because they reming of Touhou songs, especially "charActer"
I still like supercell more~

How do you know that? Though it's obviously true there are many that don't much like anime and the otaku-esque stuff, but 99% of the population hating anime seems like an exaggeration.
I'm sure you probably have seen the report where it's found out that half of japanese watch anime...

Seriously though, I'm always surprised when I read oricon charts threads claiming anime otaku-esque things do so well and topping the likes of Pop Divas like Ayumi Hamasaki and Koda Kumi. Furthermore, I don't think I understand the very concept very well at all. Seems like every Oricon chart I read is radically different. Is this within like an animation category or what?
The reason that the charts look that way to you is because Japanese CD sales really do fluctuate wildly. Like infinite_zero said, this week was a slow week with no heavy hitters. In fact, almost any week in which an anime CD is in the top 5 is a slow week.
Chart positions are subjective, whereas sales numbers are objective. First place with 23,000 CDs sold only means they were extremely lucky in choosing their release date. If some record company or talent agency (e.g., Johnny's) decided to release a major album, this week's album charts would have looked something like:
1st. Some Boy Band (300,000)
2nd. Vocaloid album (23,000)
Unless they start selling several hundred thousand copies in their debut week, anime and Vocaloid CDs aren't topping any real stars.
