Imazaki Itsuki, the storyboard writer of Rio: Rainbow Gate!
Episode 2, complained in his twitter that the episode didn't make any sense. He altered the scenario in his storyboard but the aired episode was mostly reverted to the original script.

In the conventional production process of anime episodes, a scenario writer writes the initial script, a storyboard writer makes the storyboard based on the script, and the episode director produces the animation sequence.
