Both manga focus on the friendship between a group of gun-slinging females. Fanservice is generous in each.

Manga: Hetalia Axis Powers
Both contain the humanization of inanimate objects - or, in Hetalia's case, of countries. Both contain fan service abound (Hetalia's is geared more toward women, in theory, whereas Upotte!! has fan service painful obviously aimed toward men). They also rely on jokes about the characters' origins; in Hetalia it's a country's stereotypes and in Upotte, it's jokes about a gun's capability.
