Nah. Kadokawa will mostly do it when they have more material for it. Early 2019 is the earliest you see it on air again if they going for 2 cour.

Maybe, but I think Kadokawa have their own roadmap plans for this series so I think there is a low chance they will take his offer. They also could do OVAs of the side-stories about Crusch and Wilhelm too so the Rem IF isn't the only option. I won't be surprised if we get a compilation film at some point with some of cut content added back in.
