despite mature themes and genres, anime has almost always had a main cast of teens. why is that?

Simply because most anime are targeted at a young audience.
5 main aspects I base my ratings on:
1. Did DramaEnthusiast make a thread about it?
2. Is it better than Breaking Bad?
3. Did MellowJello recommend the shit out of it?
4. Has it caused a (very entertaining) shitstorm on MAL?
5. Is it actually good?

Scratch the fifth point, it's not very relevant...

It is not japanese culture but only apply to otaku culture, you will see most japanese tv drama have mostly adults cast

I went outside once. I didn't have any encounters with a cute girl while running to school, there were no magical adventures, sitting in the back left corner didn't automatically make me the popular kid in class. It's all a lie.

Because teenagers are easier to sell to. And making the MC identifiable with your target audience makes them more likely to buy.

It's marketing. Targeting and relating to a young audience. Think about it...would you rather watch an anime of Teens doing awesome stuff...or an anime adaptation of Dilbert...

In Japan, there is a legend that by giving a lot of emphasis on youth in their culture, they are giving their ancestors an opportunity to see what a great job their offspring have done. They intentionally delegate the attention from the haplessly miserably adults to the adolescents who are still naive and happy go lucky. In essence, the target audience is kids, for the dead people.

The setting in anime that resonates the best with the Japanese fans who actually buys anime is the school-based setting. This is due to fans being most familiar with this setting, since they were once students themselves at school.

After all, the buying audience is not teenagers. Teenagers are most likely to buy manga or LN instead... since they are many times cheaper than a normal 12 episode anime (typically ¥44,100 or ~428 USD, without a discount applied yet). The anime buying audience is in fact older, and is part of a niche market.

Entrance exams and the ridiculous workload in university take any fun out of that setting. Post-university life in Japan is even worse, with 70-80 hour work weeks being the norm. So what you get instead is elementary and secondary school content, the only time when Japanese people are actually able to relax and have fun with their lives.

In the west, there is very little pressure in the college setting which is why western media constantly idolises it. We also have much more flexibility in the young adult stage as a whole. Japanese society works very differently than ours.

That, and the majority of otaku are manchildren who refuse to grow up past the mindset of a 15-year-old.

Yeah, I've noticed that being mentioned sometimes in anime (I have very little knowledge of Japan outside of anime). Seems kind of sad. Personally I have no idea what it'd be like to have a huge workload. I'm graduating university in CS this year, but I am still able to squeeze all my school stuff into like 3-4 days, since I skip a lot of lectures and do many homework/projects in a row rather than a little every day. So that's like 3-4 completely free days a week. Stress is not in my vocabulary. :P
