I think lolis are adorable, but 90% of loli focused animes over saturate them with ecchi that distracts from the plot.

I'm looking for an anime that focuses on loli characters, or has a loli main character, but is not overly ecchi and has a good plot, or at least good characters.

This means no Strike Witches, Moetan, or anything else like it.

So they don't get suggested, I've already seen A-Channel, Acchi Kocchi, Gunslinger Girl, Ichigo Mashimaro, K-On, Kodomo no Jikan, Mitsudomoe, Papa no Iukoto wo Kikinasai, Nichijou, Shakugan no Shana, Shinryaku Ika Musume, and Usagi Drop.

Higurshi No Naku Koro Ni [and sequels] (KILLER LOLIS!)
C³ (Fear is pretty loli)
Chuunibyou demo Koi ga Shitai! (Rikka!)
Kanamemo (has several loli characters and the protagonist is one.)
Ro-Kyu-Buu (lolis, lolis everywhere, focuses on the girl's basketball team rather than fanservice)

Definitely isn't. Title just translates to "Pervert Prince" not something to do with hentai... hentai in Japanese can be used to mean pervert.

Not sure if this counts ... Female MC is loli-like, isn't actually a young child though, but should not that this is my favorite shounen romance anime.

Zero no Tsukaima (It has some fan service/ecchi, but it is really good. Not exactly like LN translation which is why people didn't completely agree with it)
Ro-Kyu-Bu (lolibasketball/season 2 in the summer. Focuses on loli for sure)
Dantalian no Shoka
GJ-Bu
Kore wa Zombie Desu Ka (Has a bit ecchi, but its definitely worth a try)

There are more in my list, but it is fuzzy in my mind. I tend to love moe and some of them branches down to lolis.

Ones I would suggest, might not be your type of anime but I highly recommend them. I am not a fan of loli fanservice either.

Also I haven't seen it yet, but sounds like you might like Honey and Clover. A lot of people are still listing anime with tons of fanservice...

I can't see how these focus on lolis
Toradora: Taiga is 16/17 even if her body is loli like (nonetheless it's still a great anime, just not really what OP requested)
Zero No Tsukaima: Same thing as above even though it's one of my favorite animes, i suggest this as a great anime but not as a loli anime.
Kore Wa Zombie Desu Ka: There are no lolis in here i'm sorry but there just isn't and i've seen all seasons and OVAs. If you Consider Eu or Haruna a loli, i personally don't, and despite all that the anime has some levels of ecchi.

+Kurenai - Murasaki is probably my favorite loli character, though Rin from Usagi Drop is a strong competitor
