What do you want to do with a new GPU exactly? The most popular card in that price range is probably any of the nVidia GTX 650 Ti cards or the Radeon HD 77xx cards. Just don't expect too much from it. I used to have a similar card and you can probably run most games on medium graphic settings without having a significant drop in frame rate. Anything higher will be really noticeable or even unplayable.

If you're serious about getting a card that can run anything on high settings, I wouldn't recommend those cards.

I would check out Tiger Direct or NewEgg they normally have good deals on computer parts.

Probably a midrange Radeon. Or a old high end card like a 5870 or something.

Have a GTX670 myself, but for your budget i'd definitely go radeon since Nvidia doesn't seem to be very good at the low end and midrange.

Have a GTX 670 as well, if you can save up the extra 100-150 or so (depending if you can get it on sale) it's WELL worth it. Running games at max settings 60+FPS / 2560x1440 resolution, it's wonderful :D

7850 is probably the best you can get for 175, disregarding the Nvidia/AMD driver/quality/housefire debates and what details would add or detract to value in their views.

That you would seriously be wasting your money getting that and not the 7850, which for some reason is even cheaper on newegg, yet much better.

On most games I have lock it at 60 to keep a nice stable frame rate, on some games I just leave it unlocked since it doesn't really matter (usually older games, CoD4 at 2560x1440 Maxed out still runs at a consistent 95-100FPS).

I tried running BF3/Skyrim/ at 2560x1440 and it usually brings my frame rate down to around 30FPS so I just leave it at 1920x1080 to enjoy a nice stable 60FPS. Assassins Creed 3 runs at 55-60FPS at 2560x1440 so I just leave that as it is (haven't noticed any tearing yet so...)

60FPS, since that's the refresh rate of my monitor.

To be honest, I don't own a single game that pushes my GTX 670 to go below 60fps ever. Mine is a stock overclocked model with an after-market cooler as well.
