i.e Oshino Shinobu and Mina Tepes

Is it a coincidence their both Vampires? Probably not, since they're old and hence speak 'old Japanese'.

Btw, I'm not even sure it's old Japanese it's just their speech sounds like how old English sounds like compared to English. i.e cooler.

Any other characters?

You've watched S&W already, Horo pulls it often enough. Also everyone in Hyouge Mono, and some characters in Nurarihyon. I'd assume Sengoku Basara does it too, but I watched it two years ago, can't remember, and can't be bothered to check :)

true old japanese will never be spoken in anime simple some older terms maby be chucked around but in wider context the language is never going to be widly used unless the anime is set in 800's- 1400's

Saraya Goyou maybe? The main character uses でござる a lot, but my Japanese wasn't so good when I watched it so I can't tell you if everything else about the character's speeches feels old. But there's no reason they shouldn't be, plus, it's a great anime.
