I recently just bought a Dell Insipron laptop and noticed that all the videos I watch on media player classic exhibit screen tearing near the top portion of the video. I have downloaded cccp and tweaked the various mpc settings and even downloaded the latest directx but the problem still seems to be there. Any ideas on how to fix it?

It's a "known issue". you can try changing video renderers, or put the player in to D3D fullscreen mode which is annoying because it prevents menus from working so you have to learn hotkeys. But it stops the tearing.

I tried the option but the problem is still there, I've also downloaded vlc and also noticed that the issue is there as well, odd.

Make sure you have the latest version of whatever video player your are using. It might be your resolution so try changing it.
Try downloading the latest drivers for your graphics/video card.
Also try using: Real Player or DIVX with the latest codecs.

If your still having problems it might be that your screen is not snugly plugged into your computer. This happened to me with my laptop and I fixed it rather quickly by plugging the screen in more firmly.

Is this only happening whilst watching videos?

Does this only occur when you watch videos(anime)?

Try updating the GPU's driver.
