| Yes mostly. Panties are my biggest fetish, always has been since pretty young, one of the main reasons I saw my first anime was because of pantyshots on the back cover of the DVD. I don't know if you could say it's a dark fantasy exactly? but it's pretty obsessive (i know it is anyway) but done safely without harming or intimidating anyone. Panties are a massive trope in anime and various things are done with them that I like or find funny that I never see in my own country's media.
