My favorite OST of all time is the Blade Runner soundtrack so I'm trying to think of anime soundtracks that give me the same vibes.
Recent soundtracks like Yasuke and Ghost in the Shell SAC 2045 take obvious sound cues from Blade Runner but that's more of an homage than try to match the vibe.
I think soundtracks like Angel's Egg and Akira match the vibe better even if the instrumentation is totally different so they'll have to go up there with the best.

Call me a filthy casual, but One Punch Man, One Piece and Naruto are the first that come to mind. Champloo was cool though, pretty different. Tbf I do listen to Tokyo Ghoul piano music, even though I've never watched it.

For me it's Inazuma Eleven. However, most of the OST is from the game remasterized to the anime to sound better. It is one of few animes that know how to represent the theme of a god
Also honortable mentions to Naruto, One Punch Man and JoJo

Being a ranking fanatic, I already have my TOP 5 soundtrack sets assembled in mind. Of course, it is necessarily affected by works that I have or have not watched. This would be my ranking:

1. Sword Art Online
2. Made in Abyss
3. Shingeki no Kyojin
4. Zankyou no Terror
5. Guilty Crown

3-Gatsu no Lion and Death Note could also inherit some mention here. The soundtracks are fantastic, and I'm sure I might be forgetting a few others. However, strictly speaking, these are my five favorites, in order.

LISTEN TO THE REVUE STARLIGHT PERFORMANCES NOTHING COMPARES IT IS SO FREAKING GODLIKE

Classroom of the Elite was pretty nice... Akiba Maid War is super fun to listen too. Beastars is good. Bocchi the Rock is SUUUPER GOOOOD.

Mother's song from Wolf Children. If you know, you know. Komi Can't Communicate has a peaceful one.

Overall though, Revue Starlight.

Also, the Chainsaw Man and A Silent Voice soundtracks are not good. I gave both anime 10/10s and the music fits with the show, but the music by itself is not good.
BEASTARS Season 3 will be the best anime ever :)

I think only a small amount of soundtracks really enhanced and influenced the atmosphere to an extent where I'm completely drawn in to what's happening, or at least the soundtrack is at the forefront of my mind when watching a scene.

Aku no Hana #1
Made in Abyss
Ancient Magus Bride
One Piece
86
Fantastic Children
Ergo Proxy
Kaze no Tani no Nausicaä
Manaria Friends
Shoujo Kakumei Utena

Small shout out to Queens Blade, incredible that a series like that, had such a banger soundtrack.

Not claiming it's the best, but if you like electronic music (house, DnB, downtempo, etc.) then the Boogiepop Phantom soundtrack is great. Additionally, there is the Serial Experiments Lain Cyberia Mix album.

My personal favorite is the Welcome to the NHK OST. Pearl Brothers did a great job with the highs and lows of being a hikki/NEET.

Nujabes, period. Samurai Champloo's OST basically originated a whole subgenre of hiphop which kinda evolved into lofi chillhop jazzhop and all that sorta stuff.

Yes, nowdays sampling is a bit of a touchy subject for atists, and yes some of his songs are just rip offs (I mean take "aruran dance", it's pretty much "the lamp is low"); nonetheless he didn't copy EVERYTHING he produced. Shiki no uta and who's theme are two absolute masterpieces which still stand the test of time, and those are pretty much original at least as far as I know.

Rip Nujabes, you'll always have a place in my heart.

Air has some beautiful music, from the VN.
Carole and Tuesday, as a music-based anime, has a nice variety which it uses most effectively.
Some of the music for Ef, probably from the VN again, is legit amongst my favourite pieces generally.
FLCL is legendary for how it makes the music an integral part of the storytelling.
There's loads of great Higurashi music, though I'm not sure how much made it into the anime.
Love the music of K-ON.
There's a little-known, not really very good anime called Kyoushirou to Towa no Sora which basically exists as accompaniment to its much better music.
Monogatari has some brilliant credits music, though its incidental music tends to be forgettable.
Welcome to the NHK is another one with great use of vocal tracks.
I imagine Now and Then, Here and There could be unwatchable if its music wasn't as good.
Princess Tutu is elite amongst music use, though it's mostly classical stuff rather than new inventions.
Simoun has outstanding incidental music. (The credits tracks are unremarkable though.)
Utena makes heavy and very effective use of music.
And Xam'd is deceptively amazing here.

If I had to pick one, I think Ef. Or if visual novel borrowing isn't allowed and it needs to be written specially for the anime... maybe Utena.
