Whether a particular culture's entertainment medium is perverted or not, is dependent on how far the censor boards of those places are willing to allow. Humans are generally perverted by nature but their surroundings dictate whether they can openly share their fetishes or not. It seems that most such anime is marketed to younger audiences in general and that's probably why they don't have full blown sex scenes, though we do have exceptions here and there. For me, any sex/ecchi scene does not have any relevance in any show regardless of whether it's anime or western media since they don't usually add much to the story. In my view, they are just fillers.

Well, Japan generally has a very sexually frustrated populace. The censorship of porn is a result of years of perversion and disgraceful acts performed by japanese citizens. So all that frustration is accumulated through the years, and displayed by various storytelling media in Japan, like anime and manga.

Nah, definitely not, not as much as Western stuff at least. I see a ton of commercials for sexually charged shows or movies. Just the other day they had a commercial for a movie where a girl is implied to be grinding on a guy while he's tied up. Or outright, full blown sex scenes in a lot of movies too. And when there is anything like this in anime, it's usually late night shows that are heavily censored.

I watch anime because I get more choice even after leaving aside the horny genres (ecchi, hentai, BL, GL), sex is all over the place in other media that's why I don't like watching it. Although I don't really know what's going on in non-Japanese entertainment these days since I haven't watched that in years.

It's not perverted enough. Anime characters are attractive, and accentuating their visual appeal through desirable angles and states of dress comes with the territory. Plus, for whatever reason, fanservice acts as an excellent deterrent against casuals and social media conditioned banshees.
No one who was actually into anime was complaining about it being "perverted" a decade ago. It makes it seem like the people who are supposedly into anime nowadays aren't actually that interested in it out of the most sanitised and norm-friendly genres, or that they were trained by modern internet culture into being in a perpetual state of being offended by everything.

2. Redo of Healer exists which is almost a hentai. You would not find titles even close to redo of healer in the past that are not OVA's or just hentai.
The existence of something in the past does not mean that it cannot get worse in the present. Its like having cancer and surprised when you are dieing 5 years latter. You had cancer 5 years ago too, yet you did not die, what changed?

I think it's just dependent on the series/anime genres you watch. This can come from the same western media or any form of media you watch really. I think when it comes to high school dramas or romance ones recently, they really do provide too many fan services I think. But then again it just comes to individual tastes and why they enjoy it as well.

This isn't a straight cut thing here. When talking western media we don';t usually focus just on cartoons and animation. And because this is Mal I'm assuming you are talking more exclusively about Anime rather then live action dramas and such too.
It's slowly changing in the western but cartoons are still predominantly considered a children's thing. Anine is far more reaching and less constrained. Also if you take into account non animated western shows, the sex and sexual innuendo tends towards older characters and is more blatant.

Black Widow's entire thing is being able to use her charm and there are plenty of shots where her ass is just in scene, Marvel is notorious for having clear shots that were meant to appeal to males let's say which anime does too. That's also ignoring series like the Game Of Thrones where the first 3 seasons was essentially just naked "underage" women and a shit tonne of rape. I would much rather see some accidents where boobs get grabbed, ass shots and bikinis on a beach than that again.
There's also a tonne of genres or series out there you can find with anime that just don't contain this. It's not gone too far.
