I haven't watched fillers but i heard episode 299 is kind of prologue to this movie is it true ?

It's a direct prequel written by Tite Kubo, so definitely watch it before checking out the movie. If you're still not caught up with the series I'd recommend watching episode 299 and movie 4 after the end of the post-Arancar arc that's where it fits into the timeline.

Either way a very good movie IMO.
