The manga for Toradora started after the anime and is still serialising i think and the anime is based on a light novel which is finished. The anime covers all of the light novel so it is a complete story.

The manga doesn't cover all of the anime.

So yes, the anime covers the manga and further beyond.

It's actually based on a light novel series. But, yes it does adapt the full story, although the ending is changed slightly from the source material.

The LN is the original source, and of course there are extra scenes that didn’t make it into the anime, and the timeline sometimes gets simplified in the anime. I’m halfway through the LN and the anime is pretty faithful.
