I am a big fan of hyouka , just love oreki....
Quite a few months back I tried to read the manga but I found that it was stopped mid way and got just a little further than anime ...

Can someone please tell me if this is still publishing or ded..?

It's being published and translated every month. As you mentioned, the only downside is that a lot of chapters are missing (those that were animated), scanlators just skipped them.

Try baka-tsuki. They have it transplanted under the name Koten-bu series
