Why is the Score so low?

I just watched this anime and absolutely loved it, It was extremely hilarious and I loved how over dramatic it was. The art style was beautiful, it has the old shoujo character design, with beautiful dresses and beautiful faces. I would like to know why you think this is a bad work. Or is the score low because the episodes are 9 minute long?

It's because you need to be familiar with 60s and 70s shoujo manga and anime to understand the references and jokes.
