It will be the same cast as usual. TMS Entertainment USA provides the dub for Lupin shows.

They did recently start doing a dub of Lupin part 1, so they might work on that first before starting a dub for part 6.

Possibly. They might already be a decent part way through the part 1 dub, but are waiting until they finish it completely to release it. Historically, Lupin has never gotten a simuldub until after the season ended, but perhaps with Sentai taking over as primary licensor (at least in regards to streaming. TMS is the main licensor of course), TMS might be willing to stream the dub earlier.

Totally, just need to wait and see what they decide to do in the end.

Sentai filmworks hasn't used California actors since persona 4 animation . It wouldn't be the first time they swapped dub casts

That may be true, but it's probably not relevant here, since they most likely aren't doing the actual dubbing. TMS Entertainment has been producing the dubs for a very long while now, and they just provide the dubs they produce to different licensors to stream. They provided Toonami and Discotek with the dubs in the past, so there is no reason to assume that they wouldn't do the same with Sentai. The only way I can see Sentai dubbing Lupin is if it's a similar situation with Netflix and they think it would be cheaper to make their own dubs than to purchase someone else's dub. However, for all we know, TMS is providing the dub from their own pocket at no expense from Sentai. Also, they just made a huge partnership with each other for Lupin, and I have a feeling that they wouldn't have even bothered with the partnership if the same dub cast wasn't a pre-requisite.

Never heard of that announcement, and I pay very close attention to those types of announcements. They haven't even officially confirmed the rest of the part 1 dub, let alone the second half of part 2 and the entire part 3.
