I am Planning on buying Akira and I want to know if Akira offers any of these besides
visuals and epicness:

1.Deep or Philosphical Themes
2.Complex/complicated storyline
3.Heavy Story Telling
4.Social Commentary(Idk a review mentioned that)

If not,is there anything else that sets it apart from a shounen as it a seinen?

Can it be considered among some of the seinens like zetman/vagabond/eden it's an endless world/vinland saga according to it's story telling values

Yes it does have all the those qualities that you have mentioned although it depends on the person if they can appreciate its themes, to put it simply I would say it's about how society will keep destroying themselves when people pursue their selfish goals over what the world really needs although it's explored in a much more nuanced way in the manga.
