From Manga DB Guidelines:

IV. Manga Volume & Chapter Counts

IV.1.1　Chapter counts include not only the series’ chapters but also any included one-shots, side-stories, prologues and oddly numbered chapters.

In the manga Planetes, there is one extra chapter included in the volume releases, bringing the total chapter count to 27.

If there ever seems to be a discrepancy in the chapter count, always make sure to check the entry's more info tab.
