For me, I'll usually just glance at it as I'm reading and let it play out in my head. Though, if it's a scene of importance, I'll take my time with it. It generally takes me about 15 minutes to finish a standard chapter anyway.

Usually just skim through most of them unless there's a lot of text or things happening in the background

not long, usually a skim, unless there's alot of text. if there are translator notes, i usually take time to read them.

It depends on the quality of the art and how skilled the illustrator is at using visuals to tell a story. If the manga has simple art then I usually just skim over them. If it has detailed art then I spend more time looking at each panel. Foe complex scenes I might even go over them multiple times analyzing how the scene was executed (e.g., how the illustrator used panel orientation, page turns, various types of visual cues, etc.). I enjoy spending time on quality illustration.
I occasionally write blog posts and reviews.

Sometime I just mindlessly look at them and then I'm like "What even happened?"

Depends, mainly on two factors: 1) how good/detailed the drawings are and 2) how much I like the manga and characters. Kuroshitsuji, for example, has really beautiful and detailed art imo and each chapter is pretty short anyways so I could spend about 10-30 seconds admiring the drawings of each panel. If a panel is truly amazing, I could go up to five minutes. But if the art's average and I don't care for the story (usually ones I rate 6 and lower), I just skim through everything.

If I am reading an already completed work, and it fascinates me VERY much, then I hardly look at anything other than the text, so I go through the panel almost instantly (out of unbearable curiosity and a desire to read about further events as soon as possible). If I read one new weekly chapter of a manga like One Piece, then I often look carefully at all the characters in the panels, even if there are many.

I usually see the detail, so I think I take longer than average reader. If I really like the manga, sometimes I spend some minutes only to see the character's expression or body language. I read many different types of manga so I can't guess the average time I spend looking at panels.

i like to buy physical so i spend ages to get my money worth lol. looking at all the pictures. chapter maybe around 30 minutes

Berserk took me a while because for each chapter, there were many great panels with so many details, the longer I would watch a panel the more I'd actually find so.. yeah :P

Depends. Longer if I try to understand what is happening is some panel and of course I do stare at cool looking panels for like a minute

Sometimes it takes me a second to understand complex panels with detailed art styles, but for simple art styles, I just skim.

i skim pretty damn quickly while understanding everything. but if its something insanely detailed then i take a while

My reading speeds up as the story progresses and gets more interesting. I always take time to appreciate the art at the beginning, but if I am at a particularly suspenseful part or I am reading Shonen manga with a lot of fight scenes, I will probably skim panels really quickly. However, I also like to draw so sometimes I will linger on panels with imagery that is interesting to me and observe.

maybe 2-3 seconds per regular panel, 1-2 minutes if I am observing the art???

I read them really slowly , I look at all the art , shading etc and try to sort of play it in my head between two panels

Depends if I'm reading an online version or a printed version typically if im reading a printed
