I watched the first two seasons, and I think that yes, you can, since this one will feature totally new characters, and I think Cyan (the previous protagonist) only showed in one trailer, just as a tease. I don't think it will matter in this new anime what happened in the previous seasons.

It's hard to say this early on but I imagine you probably could however I'd recommend you watch it anyway just because of how good it is including it's story and balance of moe characters, music and intense story line/ plot
