Other Series that used similar Tenchi Muyo character design

Either before or during the Tenchi anime series, a failed anime (lasted two or three episodes and then they put it on a DVD and called it a movie.) had a character that looked similar to Washu. I think I read it was by the same animator. I will try and find the DVD. The look a like was a space criminal and I believe the Galaxy Police are mentioned and either it was a female young teacher, archeologist or student gets caught up in all this.
Does any of this sound familiar to anyone?

I know this post is from a year ago but in case you are still looking for this show I think you are taking about, Tenamonya Voyagers. Space pirate that resembles Washu, a young Teacher and a Student, with a space detective chasing them.
