If there were more like this then I can see it being done a lot better and maybe I would give a lower score, but as it stands, this is fairly unique anime.

Okay, here is my suggested list. I have not watched this anime, but am very familiar with it.

Fast Pace Anime and anime where there are actual couples.

ToraDora - Even though they play it off as multichoice, you know very soon the main character end up together. They even have a very romantic sweet night together.

Rurouni Kenshin: Meiji Kenkaku Romantan - Tsuioku-hen
Short OVA but very tragic love story.

NHK ni Youkoso! might be up your ally. It's a crazier type of romance, but its there and start early IMO. I would say Romance is more an undertone but liked how it played out.

Onegai Teacher starts early on and ends on a very special note. This was one of my first and still most favorite romances alongside Toradora.

Devil's Line is edgy, the couple starts early, and gets naughty - especially the manga. The animation is done cheaply, so if you don't mind this - still a lovely watch just for the characters relationship.

Nana is a good one. Drama, romance, sex, and not school base - yay.

Nanatsu no Taizai OVA is a cute OVA that shows Ban's relationship with Elaine beginning. This is a cutesy then tragic romance. This OVA is what actually had me sit down and watch Nanatsu no Taizai the series.

My Little Monster is a cute romance. It starts early and their relationship is fun to watch.

Kaichou wa Maid-sama! is another good one that starts early.

Wotaku ni Koi wa Muzukashii was a recent romance I watched, super fun about otakus dating. There are kisses, some dirty talk, and lot of fun between the couples.

There are a bunch of romance movies by the studio who did Your Name.

And if Shounen Ai (boyxboy love/relationships) is your thing, I can recommend plenty of these too.
