Why do some ppl refuse to rate any anime or manga 10/10?

I generally don't read reviews that have a 10/10 because they tend to be biased. Also there a very few things in general (not just exclusive to anime) that I would give a 10/10, while there is anime that I love, I wouldn't give a 10/10 to them.

Because people have wildly different rating systems. Some think that giving lots of shows 10s would lessen the importance and impact of the rating.

Just speaking for myself, I don't see very many things as 10/10s no matter how much I enjoy them. I think something like that is reserved for something that impacts me on nearly every level. Here are a few examples:

Princess Mononoke: Favorite Animated film
Cowboy Bebop: Favorite Animated series
Berserk: Favorite Manga
Dark Souls: Favorite Video Game
Seven Samurai: Favorite Film
Dragon Ball Z: Lifelong Obsession

It's not that I think they're perfect, but they all had a profound impact on me. All of it is subjective and personal ratings for series can usually be attributed to the time and situation they were in when they viewed the material.
