Huh? How is Psycho-Pass op1 better than the second? Although I dropped the show, I admit the OP2 is miles better - I didn't skip it even once.

Shingeki's OP2 is rather underrated.

HeroAca, Re:Creators, Tegami Bachi, Donten ni Warau, Diamond no Ace, Nobunaga The Fool, Rokka no Yuusha, Akatsuki no Yona have a good second op as well.

Kuroko no Basket 1st season - Rimfire > Can Do

Yowamushi Pedal: Grande Road OP2 is pure hype and gives me all the goosebumps whenever I listen to it.

Guilty Crown OP 2 comes to mind which I thought was definitely better than OP 1 but I suppose everyone has their own preferences.

The first opening is probably made before the second, and captures the essence of the whole series to introduce us to the anime, while the second one only shows the part of the series of the series it represents (not sure of its true but i wont be surprised if it is)

but sometime you do get a better 2nd opening like in little witch academia

Excuse you bro. Both the S2 BNHA OP were great. I'd almost say Sora ni Utaeba was more iconic in song and visuals.
