is he supposed to be a Yokai, or something else in japanese fiction or just something made up for here?

Jingai means nonhuman. I think in this anime they are madeup creatures like Pokemon. The author mentioned Pokemon when asked why creatures. Kanenogi has long torso like a penguin the author also said. About the name Kanenogi it sounds like it's combined of two Japanese words. The other creatures names also sound like nicknames or pet names.
