Why do some anime characters lick their lips when talking about other characters?

I've been watching anime for years and I find it repulsive when ever I see an anime character licking their lips when talking about another character. Usually it's when they're talking destroying the other character. It doesn't happen in a lot of anime, but each time they lick their lips regarding another character it turns my stomach.

Can anyone explain why they do that? Is it just to show how depraved the character is or something?

To remark the evil/sadistic/erotic personality of the character.

It's an easy way to get across to the viewer that this character horny and evil. It's meant as a sort of symbol of sexuality but at the same time, like you said, it unsettles you so you know it's an evil sexuality.

Yep! I definitely have to say that makes a lot of sense! And, yeah, it is REALLY unsettling. Thanks to everyone who responded I now have a better understanding of why characters do that. It's still disturbing, but at least knowing the reason makes it easier to deal with. :)

I've seen it done a lot, especially in '90s movies. It's pretty outdated, so I'm surprised you mentioned it still happens in anime.

It's to imply they get off on violence.
