Episode 9's interesting plot-inconsistancy :intended or not?

In episode 9,when okabe talks about the idea of physical time travel,
Makise says that hed become gel-okarin and says that it isn't possible, considering that CERN with their awesome collider cannot do it.
It is later told that the timeline has changed so much that the IBN5100 was not found by okabe in this timeline, which meant that they couldn't have decoded the program, which means that they could not have known about the failed experiments.

Assuming that this is not a mistake ,i have a possible explaination.

It is later revealed that every person has the reading steiner ability be it weaker than okabe's.
If okabe asks her how she knows about such an experiment. The answer to that question is quite interesting to to think about.
The inconsistency in the memory(like what okabe had with the second time he met makise) will make a smart person like makise who has an abundance of knowledge about neural stuff discover what reading steiner actually is
Maybe okabe should go back to that timeline to find out the answer :c

Well, she can deduce that he will be gel-okarin quite clearly, not from the failed attempt, but just look at the gel bananas.

You are right. There is an inconsistency that appears in the anime, but VN explains it more correctly.
The IBN 5100 is only needed to decode and modify the database where the D-Mail gets stored. Information about the Z-Program is available from SERN accounts that Daru managed to hack by other means.
