Musical shows like Kids On The Slope and BECK have western music in them. I also know that the movie Metropolis has some western tracks on it's soundtrack notably Ray Charles' I Can't Stop Loving you. I know i've heard western music in other shows but i can't remember where.

Kids on the Slope is all I can think of tbh. I remember watching one anime where the soundtrack was an obvious imitation of neoclassical though

Both Gunslinger Girls and Sukasuka have their own cover of Scarborough fair, which is definitely a very popular western song.
All the other cases I could think off have been covered above already.

Only one I remeber that hasn't been named was

"I'm ALIVE!" by BECCA - Kuroshitsuji ED

I think it's vastly more interesting to get English songs. I know they're promoting themselves when they get jpop bands but it's good if it fits for the show.

Let's see...

The song "You Raise Me Up" was used in the series Romeo X Juliet.
The song "Scarborough Fair" appeared in one episode of Gunslinger Girl: Il Teatrino.
And if you listen closely, in the first ep of HOTD you can hear the background music is the same as what is used in 28 Days Later.

Roundabout by Yes was (as anyone should know) used in JoJo.
The song is the reason I started watching JoJos first season.
It's not the best song by Yes but it's great.

Paradise Kiss uses Do You Want To by Franz Ferdinand as it's ED.
Black Lagoon: Roberta's Blood Trail uses a cover of When Johnny Comes Marching Home as it's ED.
The majority of Carole and Tuesday's soundtrack is done by non-Japanese artists as well (I don't like using the term 'western' because it basically has no meaning).
