It is true for Japanese. I don't know about Kanji but I heavily doubt it. There is no capitals in hiragana or katakana, but there are smaller ones like tsu and I think ya which modifies the word differently.
For example : かっこいい Normally, this would be katsukoii with a big tsu but the smaller tsu makes it kakkoii
