Who are the aliens?

Read up to chapter 67 now, so many things they left unanswered with tons of cliff hangers
Kind of reminds me of 90's American cartoons where they will air one episode, leave off at some cliff hanger, and then the next episode will be something else completely, then after they got tired of that they come back and resolve the cliff hanger story from before. They don't like chronological order or something.

A bunch of spoiler questions here.

It seems the author really wants to introduce definitive bad guys and culture clash on a larger scale, but he always cuts off half way with cliff hangers. What's the reason of his hesitation?
He also can't seem to decide on a genre. He's doing slice of life, but every once in a while he wants to throw in serious fantasy or scifi stories that disrupts the established atmosphere

My guess is, these side-stories are what passes for fantasy literature, movies and conspiracy theories in his world. That's why they have different atmosphere.
For example,

But it does seem there are weird things happening in the world. They are purposefully left mysterious, because that's more fun.
