I'm 4 episodes in and its rather slow which i'm okay with as i'm aware of its slow start like other anime. However, what id like to know is how does the story progress with the remaining episodes and seasons? I know it gets better but when does that happen and does the pace increase then slow down or just steadily increase ?

Durarara progresses like a fan fiction. It starts with some interesting characters and plot points, but then someone felt the need to just keep adding new characters and pieces of the plot that achieve nothing but increasing the cast or occasionally having a cool moment. The show tries to reveal secrets about the characters and their pasts which somehow make the characters less interesting. I never finished the show, but I made it far enough to notice this trend.
TLDR: The story progression is just throwing together a bunch of loosely connected events which are hastily concluded to allow new events and characters to be shown.

Baccano takes the better route when adapting a LN. Usually a novel becomes 3 or 4 episodes, and a season adapts 4 novels. That means starting and stopping 4 times.
Baccano has 4 first acts, they develop and connect, and then you have all the climax stacking on top of each other. So the usual reaction is finishing the series feeling like it's this huge epic thing, but it takes ages to get there.

So are you saying Durarara is the same way? or its not as neat as Baccano and instead more disorganized?

I'd have to say that Durarara doesn't do it as well as Baccano does. Which doesn't mean that you shouldn't continue watching it, go for it, it's a good one. The thing is, Baccano uses non linear story telling as, well, a story telling technique while Durarara uses it more as a gimmick. Where Baccano uses retrospective, keeping secrets, sudden insight/discovery moments and many many more techniques, Durarara just uses it because it can.

All things considered, like I said, Durarara is still quite enjoyable and a very good show. But only if you watch season 1 and skip the rest.
