When/who was that?

It was in the Idol arc.

He punched Imai Momoka's producer.

It's in the manga.

Pretty sure his eyes would get stabbed out by Urabe if he tried anything.

Do we even need to discuss episode 8 of the anime? Of course Tsubaki ran off after tackling Urabe, but it was because he was alarmed upon seeing her crying. Anyone immersed in that hot of water would likely react the same way. The very next day, he completely blames himself for the entire incident and dimishes himself for it- all on his own accord. What really got me to respect him was the line,
"I'm a sorry excuse for a man."
That takes a lot of balls to say if you ask me. Most "weak" characters have a self-righteous attitude and refuse to take responsibility for their actions (take Makoto from School Days for example). Instead of blaming her, Tsubaki confronts Urabe with the issue, immediately takes responsibility, and orders for his own punishment. For a teenaged boy, that's impressive.
Tsubaki definitely isn't the most developed character in anime, but I certainly wouldn't call him weak.
