This movie was released as a Television Film in Japan, so why is the type set as 'Special' instead of 'Movie'?

If it was made for TV, it counts as "Special" on MAL I think. "Movie" is for theatrical releases and direct to home media releases.

Yes. What we call television film/movie in the West is called "(TV-)special" in Japan.

And releases for the video market were called "OAV" (original animation video) then "OVA" (because of the confusion with AV or Adult Video). You'll see sometimes OAD for discs.
