So far I haven't seen anything too questionable about it. Only thing I have seen is characters smoking but smoking was also used in PG 13 rated Anime on MAL. Is it because the original source(Manga) might have chapters that are violent and the Anime will adapt those chapters?

Probably because the matters in here are too complex for people younger than 17. If you want to pass the message across you have to have someone to pass it to. 13 year olds are not the best audience for such exquisite series.

I say most 13 year olds would probably just fall asleep while watching this show, lol.

Please don't get me wrong. I'm sure there're some 13 year olds who don't and can appreciate shows like this, but I think they would be in a minority.

Please correct me if I'm wrong, but I had a hunch that this show was for older audiences when I learned that this show airs on 11 pm in Japan, on Japanese Standard Time. I don't think they air shows for younger audiences that late.
To be or not to be... that is not the question. ;3

I doubt you'd push for Non Non Biyori or Flying Witch to be R-17 just because the typical teenager would be bored watching them. Loads of these shows come out late as well. Your grandma likes G rated shows more than your little brother.

Age rating is a tool to help parents decide whether a show is appropriate for their kid, not a tool for guessing whether a kid wants to watch something.

Well, the manga is published in a seinen magazine, which means the main audience is adolescent boys and young men. My guess is it's the language and the themes. Also, smoking is actually a huge factor when it's used in such amounts, the main character is pretty much a chain smoker. The manga is unfortunately not fully translated yet so I don't know what to expect in terms of violence.

Well you might be correct at the smoking part, and theme as I have suggested. This is politicts, deception and interpersonal relations "between coloured-hair young, gentle men", and most find this enticing. The symbolism that is present in every aspekt of the series also melts me hard and the quality they pulled off with such an original concept also makes me want to wait immediately after watching this week's episode.

That doesn't make sense. It's like saying quatum physics should be rated as mature because it might be too complicated for little kids.

Well, you are correct, it should be. Quantum Physics is as exquisite as this, so it will not appeal to the mass.

To be serious fantasy here lies in how they have composed a country out of our world's cultures in different place and time. Every district is some part of our Earth with it's unique terrain and characteristics, which could not have happened in reality of a single country. Dowa is a world, or, rather, a planet by itself.

There is violence and profanity as well as use of alcohol and tobacco. A show's political content would not determine the age rating.
